NEWFOUNDLAND LABRADOR FIRST PARTY POLICY STATEMENT
Assist the province in developing the Lower Churchill, attracting local industry to utilize the power generated there and in exporting excess power via a national power corridor through Quebec. (Reference section 92 and 92A of the Constitution Act, 1867/1982)
Return of the 8.5 % federal share in Hibernia to the people of Newfoundland and Labrador as a first step in compensating the province for losses suffered as a result of the Upper Churchill contract. (at $70./barrel, the federal government receives a million dollars a day for its equity share)
An 8 year extension of the Atlantic Accord. (This extension should contain no cap and be based on debt servicing charges rather than equalization levels)
100% exemption of non-renewable resource revenues from the equalization formula, in keeping with the Canadian Constitution.
An early retirement program for fishers to be cost shared on a 70/30 basis with the provincial government.
Under article 76 of the Law of the Sea - extend Canada’s 200 mile limit to include the nose & tail of the Grand Banks and Flemish Cap.
Have fisheries management placed under provincial control.
Implement the Cod Recovery Strategy, enhancements to EI for seasonal workers (including fishers) and support aquaculture farming projects.
Have Marine Atlantic officially recognized as an extension of the Trans Canada Highway.
Ensure a major military presence in both the Labrador and Newfoundland areas of the province and have 5 Wing Goose Bay recognized as an integral part of Canada’s military future.
